Background

UNDP is the United Nations’ lead agency on international development, working in 170 countries and territories to help people build better lives while protecting the planet. For 60 years, UNDP has supported countries to make progress on the issues that matter most, with human development at the core of its mandate. Our work is built on trust and long-term partnerships with governments, communities and organizations at every level.

UNDP Indonesia works with Indonesian partners to deliver an ambitious programme, fully aligned to the national priorities of Indonesia. The strategic priorities of UNDP Indonesia through its Country Programme 2026 -2030 are encapsulated under three outcome areas:

  1. Human Development
  2. Nature, Decarbonization and Resilience
  3. Economic and Digital Transformation

Operating in a Middle-Income Country brings its own set of complexities and opportunities. With 70% of the Indonesian economy directly or indirectly reliant on its natural resources, the link between nature, climate, jobs, and economic empowerment become critical. UNDP’s past experiences and support include innovative sustainable financing, digital health, energy transition and climate policies, improved service delivery that leaves no one behind. Enablers and multipliers such as digitalization and Artificial Intelligence are at the core of its efforts. Building on its vast and long experiences, and the knowledge of its entire team of professionals, UNDP Indonesia demonstrates its thought-leadership and translate knowledge into policy advice, investment opportunities and scalable solutions for Indonesia’s critical development priorities

INSIGHT

To translate Indonesia’s ambitious climate and digital transition priorities into concrete action, UNDP Indonesia partners with national institutions to build robust, scalable financing enablers. A cornerstone of this effort is the Institutional Strengthening for Indonesian Environment Fund Governance and Oversight (INSIGHT) Project, which bridges high-level policy advice with practical, localized execution.

The Institutional Strengthening for Indonesian Environment Fund Governance and Oversight (INSIGHT) Project is implemented by UNDP in partnership with IEF/BPDLH, with financial support from the Government of Norway. The project runs through 31 August 2028 and seeks to strengthen IEF/BPDLH as a trusted, accountable and internationally credible climate and environmental financing institution capable of mobilizing, managing and governing increasingly diverse sources of finance.

The Indonesian Environment Fund, or Badan Pengelola Dana Lingkungan Hidup (IEF/BPDLH), is Indonesia’s national environmental financing institution and a Public Service Agency under the Ministry of Finance. I IEF/BPDLH mobilizes, manages, invests and channels domestic and international finance for climate action, environmental protection and sustainable development. Its role supports Indonesia’s RPJMN 2025–2029 priorities, Enhanced Nationally Determined Contribution and FOLU Net Sink 2030 agenda. As the scale and complexity of its portfolio grows, IEF/BPDLH is expected to maintain governance, fiduciary, environmental and social safeguards, transparency, data, monitoring, reporting and accountability systems that are consistent with evolving national and international standards. It manages grants, revolving funds, Results-Based Contributions, and other financing arrangements serving national programmes and community-level initiatives. Its institutional credibility therefore depends on the consistent application of appraisal, financial management, safeguards, data governance, portfolio management, and public accountability arrangements across a diverse portfolio.

INSIGHT addresses institutional transformation at three interconnected levels: the enabling environment, including policies, regulations, mandates and inter-institutional relationships; organizational capacity, including governance, systems, processes, structures, resources and accountability mechanisms; and individual capacity, including leadership, technical competencies, skills, knowledge and organizational behavior. The project emphasizes practical application, institutional ownership, and sustainability rather than stand-alone policies, systems, or training products.

The INSIGHT project is implemented by UNDP. and housed under the Human Development and Responsive Governance (HDRG) Unit. Day to day management is carried out by a Project Management Unit (PMU) led by a National Project Manager, who reports to the Head of the HDRG Unit or delegated authority and is supported by technical and operational staff to ensure effective delivery, compliance, and coordination across project activities.
